Our do nothing congress won't lift a finger to help the Earth or the pollution made by us;
so the states are stepping up to the plate on their own.
Yay!
Several states have already adopted plans to reduce carbon emissions.
(You broke it, you bought it.) :laugh:

"Under these plans, the allowable levels of pollution are steadily reduced and the cost of permits rises, creating an economic incentive for companies to cut emissions."
