Let me respond to your question where is DC?  Specifically Congress and the President.  2011 has been a year of partisan bickering and do as little as possible politics.  Can you say Budget Crisis- possible government default and US Bond Ratings downgrade.   In our workings with alternative energy sites we have found that this year it’s all about the states and likely will remain the same for 2012-(election year).  Congress is poised to cut incentive programs.  Already $6 billion has been cut in tax breaks for ethanol producers.  Likewise the set to expire 1603 cash grant Production Tax Credit (PTC) for wind, hydro, geothermal and biomass has become the next target for many Republicans.  So the less than 2% total investment for renewable energy gets cut while the 98% for fossil fuels gets kept.  Why- two reasons 1.  Big Energy lobbies Congress with donations for reelection campaigns and  2- most Americans have little or no idea of what is going on and are not taking action.
  Solution- Americans need a new clean green lobby that can capture the narrative of self dependency, American jobs through American production- keep our energy dollars at home, and voters telling Washington- I’m as mad as hell and I’m not going to take it anymore.  The only way to get representation in Washington is to demand it- Now-  it’s all politicians listen too, so threaten their jobs.

Yep. Kick all of the baggers, and most of the regular repubs to the curb
and
get the money out of Washington.

As long as big oil, big ag, and big pharma can buy them their policy votes, things will remain slanted
towards them and away from renewables.
My "where's DC?" was a sarcastic remark, knowing it's a do nothing congress at the moment. :wink:
