Pollution: Old Gas Stations Leaking

There are over 660,000 underground oil and gas storage tanks in the US, and at nearly 100% of gas stations. These are a significant threat to groundwater pollution, and it will most likely be necessary to remove the tanks as more and more gas stations close down.

The EPA reports that there are 7,000 new leaks each year, nationally.
Obviously it is in the public interest to get these tanks out of the ground. If anything, we should be aggressively digging up the older, out of use gas tanks up now, and developing techniques to do it cost effectively.
Nonetheless, it is going to cost many billions for the economy, maybe $100B, just to decommision the gas stations that carpet our country.
