I did some looking online. The fuel cells mentioned use natural gas as fuel. Will then necessarily produce carbon dioxide. This microgrid setup almost certainly produces less CO2 than whatever electricity source that it supplements/replaces, but it won't be CO2 free.

You are correct, It should say:

Also, the two KEY items should say:
. . . . . . "CUT" day-to-day electricity costs, and
. . . . . . electricity during power outages, for emergency support services (Police, Fire, traffic and street lighting, etc)
