This is one of the major problems that is contributing to Global Warming.  Some automobile owners don’t really take the initiative to have their automobiles routine check.  What even worst is that in some part of the country, these smoke belching vehicle are not being caught by police.

There should be fines in place for this.

There are fines in my country but the real problem is those police officers that are letting hose car owners go because they are being bribe.

Are you referring to exhaust systems?  In the U.S., there are controls on these.  They still show up from time to time, but it's a whole lot less than it used to be.

No I am not referring to some devices, I am referring to those people who let those abusive car owners get away with it.
If the officers are implementing the law like what they should really do then air pollution can be greatly reduce.

In our country there are less smoke belchers nowadays. The government implemented the law against smoke belchers so it lessened smoke belching cars on the street. Although some people still drive smoke belching cars, whenever a smoke belching car drives through the street the driver would get some angry looks, or sometimes getting pulled over by the authorities.

In my country that's also a problem and it's quite difficult as well to handle. Those authorities who are supposed to check vehicles for smoke belching are easy to be bribed. As a result some no longer needs to have their vehicles checked as they already pass the smoke emission test in an instant, thus adding vehicles that contributes to air pollution. So sad.

I agree, authorities today are easily bribed with money! Officers today even use their authority to get money from innocent people! The government should discipline these kind of officers! This is one reason why people don't get scared of committing crimes!

I hate it much when I see smoke belching cars. People do not know how they pollute the air. Car owners should be very responsible to this.
I also agree that there should be officers who will try to give penalty to those who will be caught by the violation.

Last year the law makers in my country came up with an hefty fine of $500 dollars for anyone driving such a car. The problem is that our system is so corrupt that people get away with it by bribing the traffic police. So the pollution problem from smoking cars is not going anywhere any time soon unless our institutions changes.

Fines are not enough, government should imposed a jail sentence to anyone who got caught. If more and more people would be caught and jailed for it, then lesser and lesser will be the problem. I suggest a 2 years imprisonment will give an extra boost to helping Mother Nature cope up with the problem.

I believe there is already law against smoke belching here but sadly to say that the government or those in authorities are not actively executing the law. Still a lot of vehicles are emitting too much hazardous smoke in the environment. Even there are times they are reported by common people, a lot of those vehicles are still seen in the main street of different cities.

California has some of the strictest laws in the country, but now many states are following suit.

"Thirteen states have since followed California's lead and adopted the Clean Cars standards:
Arizona, Connecticut, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon,
Pennsylvania, Rhode Island, Vermont and Washington."
http://www.edf.org/t...-clean-cars-law

But it's an uphill battle, and the epa is falling behind regarding these standards.

The linked article is from 2009  and before.

If you'll recall, the US DOT has toughened standards since.

And there's this proposal (CAFE 54.5 MPG) http://www.epa.gov/o...s/420f11038.pdf
