Maybe, just maybe, we'll get to see a fossil carbon fee and rebate proposal introduced in the US Senate.

Place a fee on fossil carbon, levied at the first point of sale then rebate the proceeds equally to all adult citizens and legal residents. Make the fee small at first, but increase it over time in a predictable manner. The fossil fuel fee would be passed from the producers as a price increase onward. Ultimately consumers would pay more, but the rebated fee would cover the added expense, on average.
If you, as a consumer, becomr less "carbon intensive," you would come out ahead. Got solar on your roof, you come out ahead compared to your neighbor who doesnt. Got a high mpg car, come out ahead compared to the Hummer owner.
Think maybe Senators and Represantatives will get to vote on this kind of proposal?

They all love Phil E. Buster too much; he's their favorite. So no, no votes on much of anything.
Even Leon Panetta has to stay; even after all of his goodbye ceremonies because they put a filibuster
on the new defense secretary and then went back on holiday.
