Ugh. Basically, they're against "social engineering" unless they're the ones doing it. They don't want anyone telling them they're not free to pollute, discriminate or spread lies.
Arizona is on the road toward creating one great big statewide upper middle class to upper class exclusive gated community. A gated community like you see everywhere, except this one will be the whole state patrolled by guys with guns. I'd call that social engineering.

Legislation like this is always so short sighted. They put these programs on the chopping block because they are against them for whatever reason. Then those business cut jobs which affects local economies. Later, the state find itself with high energy prices or some other environmental crisis and the programs that would have helped them through it no longer exist.
It saddens me that we have become a country that is afraid of progress and innovation. Forty years ago, Americans would have clamored to invest in new industries like eco business and renewable energy. We would have been excited about these new industries. I'm not sure what happened but there seems to be a segment of our society that has become afraid of innovation and change.
