Self install makes solar competitive now! If you are able to do general handyman work and you know someone who knows electricity you could do it tomorrow, but this program could make it even easier.
Solar panels are rather inefficient so it takes a lot of space. Rather than pave over the deserts with silicon, it's much better to use your rooftop.
Also, solar is the onlly energy source that pays you! All others cost you. Wind increases you bill, biofuel increases your bill, nuclear increases your bill, only solar on your roof top decreases your bill!
Just think of walking into your local Wal-Mart, Home Depot, Lowes, Costco, etc. and picking up a complete package, taking it home and having solar reduce your bill in a day.

This sounds like a really good initiative. I think what puts most people off investing in solar power is the cost, and also the amount of time it takes to get it up and running. This new system will make it easier and cheaper for ordinary people to be involved with solar power.

I hope it goes somewhere. From experience, installing a grid tie system is really straight forward. If you know how to install a breaker in a panel you can handle it. There are a couple of solar specific requirements but a simple installation video on Youtube or something could walk one throught the entire prosess in a few minutes.
If you can program an A/V controller you can definitely do it, those are much more convoluted!
