Since I need to be a good green one dictator, I would dictate and force people to pick up any garbage they will see on their surrounding just like when walking in the street and throw it on right bins (biodegradable and non biodegradable). And definitely would punish those who had thrown those garbage on not proper bins. Will also force people to tell authorities of those who would do bad thing for the environment just like cutting trees and smoking so that they would be punished. If someone will be proven not reporting anomalies, she/he will be considered as a accomplice for the environment crimes. LOL

In the US, implement a fossil fuel carbon dioxide tax (with full rebate).
Tax fossil fuels according to carbon content at the first point of sale.  Rebate the proceeds equally to all adult citizens and legal residents.  The initial seller will raise prices and the price increase will get passed down the line to the eventual retail customer.  The retail customer will be able to offset the increase with the rebate.  If you conserve energy more than your neighbor, you'll come out ahead.  Buy a  Prius and you'll be ahead, Buy a Hummer and you'll come out behind.
Start the tax at a low level to get people used to the idea, then slide the rate upward to get people and businesses to conserve energy and to switch to non-CO2 energy, to renewable energy.

Not my idea.

If I were a green dictator, I would decree that every one conserve water. Most water installations use huge pumps to lift water from river source and pump over considerable head [height]. These pumps eat up a lot of electrical energy almost round the clock & round the year. That is so much demand on power generation. If water consumption reduces so does waste generation. Even sewage disposal uses substantial electrical energy through use of sewage pumps. Either people heed or the dictator will ration!

Park Chung-Hee comes to mind
and then Muammar Muhammad Abu Minyar Gaddafi

Both worked for the betterment of their countries and the lives of their countrymen

No capitalist would have built Soeul and turned a struggling economy around as Park did(initially it wasn't cost effective)
and
No capitalist would have tapped the ancient aquifer under the Libyan sands to bring fresh water to the farmers so they could feed the country(it wasn't cost effective---when they could sell the oil to pay for importing food) as Gaddafi did

But our media never liked these guys

I wouldn't force anyone to buy anything for any reason(I ain't no capitalist pig, nor toady)
I'd direct the building of better mass transit
assure safe food, air, and water for all
make pollution a federal crime and outlaw private insurance
more evenly distribute the wealth and resources of the country to all the citizens
Bring all of our soldiers home from everywhere, then disband the standing military and institute a universal draft, turning the entire population into a citizen militia
draft all medical personnel into the citizen militia and make health care free for all
hold a constitutional convention of all the people,
then resign

If I were...I would establish a panel from some of the leading companies in all industries, solicit volunteer contributions from major corporations with matching government grants for a fund, that would be used, in conjunction with, requesting ideas from the public on the best ways to make the planet greener. Implement the best ideas, co-ordinating with the contributors, which were judged by the panel to be so and have at it. Title the project  "The Green Ghosts."  Cheers.

If I were..........
I'd charge all Americans (individuals) over the age of 18, living here or abroad, to pay into a solar fund of $10.00 each.
(Based on Roosevelt's March of Dimes premise-everyone can afford a dime)-today, everyone
can afford 10 bucks.
Corporations worth a million or more would contribute $1000.00
This would be held in a solar account, administered by a person we trust; (like Mandela-Robert Redford-for instance) no government person could get their hands on it.

The money would be used to buy American made solar panels, and installed on homes/businesses across
the country. This solar fund would also be used to build the smart grid, and as they came on line,
as dictator, I would close coal plants, one by one; or five by five.

The "nutrition" labels would become small print at the bottom; fat, cholesterol, sodium, etc.
Large print on the top of the labels would be the % of chemicals used to grow that product,(and it's packaging)
statement of gmo vs. "real", water used to make the product, packaging footprint, bpa content.

Pollution to water/soil/air would be severely dealt with. 50% of the polluters money would go to
clean up efforts. That would eventually reduce to nothing, as companies realize they cannot
spoil our water and land for profit and pay no penalties. Part of the 50% fee demand would
go towards planting trees, and planting fallow fields with clover or other bee attracting wild flowers.

Shortpoet, excellent ideas, especially the one about the chemicals in the food, letting the people know just what they are consuming on a daily basis. Good show!

Building on this, i would mandate installation of more garbage bins pretty much anywhere that people go.  Maybe one on each city street corner, one every two blocks in the suburbs, one every half mile in public parks, etc.

Thanks.
It irks me to no end that "corps" can punch out junk in secret, and too many sheeple just consume this *^%$^%
thinking it's safe and healthy because they're buying lower fat or lower sodium items.
If it's gmo junk raised on chemicals, who cares about the sodium?

If I were a good green dictator, I would spearhead an initiative to more green housing and other "smart" living arrangements. There are several energy efficient homes in central North Carolina. I have not seen any multi-family units in the area with the same capabilities.  I was researching the cooperative living centers in my area. The establishment in Carrboro, North Carolina promotes an eco-friendly environment. Another in the Central Park district in Durham, North Carolina is taking steps to create more jobs, more housing and more transportation.

Hello? Dictator? That means everyone has to do what I say. No "suggesting" anything! B)

I'd dismantle the current rail system and put all the people employed by it plus lots of others to building a large nationwide network of high speed rail. I'd limit the amount of domestic airline flights allowed and put the people who would lose jobs to work on the trains. I'd tax millionaires and use the money to build several bicycle factories around the country - employing people - and offer the bikes for sale for dirt cheap. Cheap enough that everyone could have a bike. I'd ban mountain removal and strip mining and build more wind and solar farms. I'd put a high mandatory surcharge on plastic bags and use the money collected to buy vegetable and fruit seeds to give away for free to anyone who wants them.

That's just for starters...

...I'd also build EV charging stations everywhere and use that tax on millionaires to subsidize individuals so that they could afford to buy EV's. At least until they come down in price. I'd ban GMO's completely. I'd provide "venture capital" to employee owned businesses/coops and encourage entrepreneuship. I would completely ban the abilityof corporations to buy polititicans and elections - no more financial contributions. I'd take away the pension for members of Congress. After you're done serving, you're on your own, just like every other citizen who finds him/herself out of a job. I would tighten up EPA regulations and enforce the crap out of them...

I could do this all night...

In Australia you rarely see much litter around. I think it's for a number of reasons. 1) CleanUp Australia Day - every community basically has this big day where all the zones of an area are allocated to teams with bags who go and clean up every last bit of litter 2) Container Deposit 3) Plastic Bag Ban 4) $200 On the spot litter fine 5) The idea that Australia a pristine environment has most people take pride in their community and environment. 2,3,4 are all government mandated but 1 and 5 aren't - they are purely voluntary and that's why they work. No one likes to be todl by the government what to do. If you have faith in people, 95% of them will do the right thing on their own.

Yes
so, if i were the king of the known universe, i'd take my cue from a previous Chinese emperor--------------
let your people do what they want to do, and if you dislike some of their actions, call them in for a chat, and give them another chance in a different job
if they persist------------------
well, maybe that's where we'll differ as i ain't into lopping off heads

A dictator will never be a green one, they belong to the opposite side. If I will be a dictator and had a green thumb, then I will surely force all the possible actions towards a green living. For instance, here in our coutry, there are lots of companies who are dumping their waste into the rivers, many cars are smoke belchers, illigal logging are rampant. I would enforce all brutality towards these people in order for them to follow all my personal outlook towards a green environment.

But as I say, dictators are not like this. They don't care about the environment as much as they don't care about other people's rights. Being green and at the same time a dictator are two contradicting behavior.
